Add SNDTIMEO support to net_context

Help

It is possible to time out sending a network packet. The timeout
time is configurable run-time in the application code. For network
sockets timeout is configured per socket with
setsockopt(sock, SOL_SOCKET, SO_SNDTIMEO, ...) function.
